MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, September 14, 2015 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 24 of 39 <br /> <br />10. #15-3771 JULIE LENSING, 3349 CRYSTAL BAY ROAD, VARIANCE – RESOLUTION <br />NO. 6538 (continued) <br /> <br />Curtis indicated it is. <br /> <br />Levang asked if the house to the east is approximately the same to the lake. <br /> <br />Lensing state the home on the west is basically the same except their deck extends out further. <br /> <br />Walsh stated in his view she has done a good job of designing the addition. <br /> <br />Walsh moved, Printup seconded, to adopt RESOLUTION NO. 6538 , a Resolution Granting <br />Variances From Orono Municipal Code Sections 78-1, 78-350, and 78-1279, for the property <br />located at 3349 Crystal Bay Road. VOTE: Ayes 5, Nays 0. <br /> <br />11. #15-3772 ROBERT MILLER, 60 SMITH AVENUE, VARIANCES – RESOLULTION NO. <br />6539 <br /> <br />Robert Miller, Applicant, was present. <br /> <br />Gaffron stated the applicant is requesting front yard and side yard setback variances in order to construct <br />a second story addition over the existing residence, plus a one-story mud/laundry room and attached <br />garage. The lot consists of 0.84 acre in a 2-acre zoning district. The two variances being requested are a <br />front yard setback and a side setback variance. <br /> <br />Gaffron illustrated the layout of the house and property on the overhead. <br />The existing house is located approximately 33 feet from the street lot line where a 50-foot setback is <br />normally required. The covered front entry will be slightly relocated at 29.2 feet from the front lot line. <br />The garage and mudroom will be approximately 38 feet from the front lot line. <br /> <br />At the north end, the house will maintain the existing 17.5 foot side setback where 30 feet is required. At <br />the sound end, the existing conforming detached garage located 3.2 feet from the side lot line will be <br />removed, to be replaced with an attached garage at 10.1 feet from the side lot line where a 30-foot setback <br />is required. Gaffron noted the two neighboring homes also have substandard setbacks. <br /> <br />Gaffron displayed photographs of the home and proposed designs. <br /> <br />Gaffron stated the existing home is proposed to be expanded to include a second story over the existing <br />story and porch, plus a one-story mudroom/laundry room and attached single-story garage with attic <br />storage. The front setback of approximately 30 feet will remain generally the same, although additional <br />structure will be added to the south of the house 35 to 40 feet from the street. <br /> <br />At the August Planning Commission meeting, the two adjoining neighbors expressed concerns regarding <br />the impact of the second story addition on the character of the existing neighborhood. The Planning <br />Commission voted 5-1 to approve the hardcover variance subject to providing additional vegetative <br />screening to the adjacent properties. <br />
