MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, September 14, 2015 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 20 of 39 <br /> <br />9. #15-3768 MICHAEL AND LISA LARSON, AMEND B-1 USES TO ALLOW DOG <br />KENNELS/DOG DAY CARE (continued) <br /> <br />McMillan stated it is difficult to place performance standards without knowing more about dog daycare <br />and that she would hate to get into a situation where the City approves something and the City receives a <br />number of complaints. <br /> <br />Levang noted the map shows that they own the whole lot down to Lyric, which would mean there really <br />are only a couple of businesses in the general area. <br /> <br />Barnhart illustrated the lot and the surrounding neighborhood on the overhead. <br /> <br />Levang noted the nearest neighbor is located at the back corner of the building and that this is not a heavy <br />residential area and is more commercial. <br /> <br />McMillan stated dog barking can travel, which would be a concern. <br /> <br />Printup stated it would be an intensified use of this area but that there is a county road in the area as well. <br /> <br />Cornick asked if he is anticipating 12 new jobs. <br /> <br />Larson indicated he is. <br /> <br />Cornick asked if there would be someone there 24/7. <br /> <br />Larson stated not initially but probably by year two there would be. <br /> <br />Cornick asked if there would be somebody available at 1:00 in the morning if the City received a <br />complaint about dog barking. <br /> <br />Larson stated in his view dog noise traveling outside the building would be highly unusual given the <br />sound mitigation they will be doing to the building. Larson stated their business plan also calls for small <br />dogs. <br /> <br />Cornick asked what the normal business hours would be. <br /> <br />Larson stated typical lobby hours would be 7 a.m. to 7 p.m. <br /> <br />McMillan asked how often the dogs would be outdoors. <br /> <br />Larson stated relief time would be rotated in groups of eight to ten over the course of the day and that the <br />outdoor play area would be limited to 15 dogs at a time and the dogs would be rotated through the day. <br />Larson noted the outdoor play area would only be used for a few months. <br /> <br />Barnhart stated he has heard some concerns regarding the number of dogs and that he would suggest <br />tabling the application to allow Staff to talk to other cities and then come back on September 28 with that <br />information.
