<br />City Council Work Session, July 27, 2015 Page 1 <br /> <br />MINUTES OF THE <br />ORONO CITY COUNCIL WORK SESSION <br />August 24, 2015 <br />5:00 o’clock p.m. <br />_________________________________________________________________ <br />PRESENT: Mayor Lili Tod McMillan, Council Members Jim Cornick, Jr, Aaron Printup, <br />Lizz Levang, and Denny Walsh. Representing Staff were Finance Director Ron Olson, <br />Police Chief Correy Farniok, Public Works Director/Engineer Adam Edwards, <br />Community Development Director Jeremy Barnhart. <br /> <br />1. Emergency Notification SOP <br />Police Chief Correy Farniok discussed the department’s policy for emergency <br />notifications to the public. He explained how certain incidents are emailed just <br />to the Council as informational items and others are sent out on a list serve to the <br />public. The use of social media was also discussed. <br /> <br />2. Highway 12 Safety Update <br />Chief Farniok discussed the draft safety study for the Highway 12 corridor. As <br />part of the discussion he discussed the recent fatal accidents that had <br />occurred. Some solutions that are mentioned in the report include: metering, <br />dynamic shoulder, and a movable center median. The Chief believes that the <br />Hwy 12 coalition has been effective at getting MnDot to focus on the safety <br />issues. He would like to bring the coalitions focus back to the corridor. <br />3. 2016 Budget <br />Finance Director Ron Olson updated the Council on the 2016 draft budget. The <br />levy that will be presented for approval at the September 28th council meeting <br />will include a new levy in the amount of $183,000 for road funding. City Engineer <br />Adam Edwards provided information about the funding needs for road project. <br />The non-union COLA was discussed. Council directed staff to move all of the <br />COLA Funds that were budget from the wage line items to the contingency line.
