REQUEST FOR COUNCIL ACTION

DATE: August 24, 2015
ITEM NO: 5
______________________________________________________________________________
Department Approval: Administrator Reviewed: Agenda Section:
Name Adam T. Edwards RJO Public Works Director/
Title Public Works Director/City Engineer City Engineer’s Report
______ ______________________________________________________________________________
Item Description: Public Works Maintenance Worker Appointment
_____________________________________________________________________________________

1. Purpose. The purpose of the council item is to gain council approval to appoint two new
Maintenance Worker within Public Works and adjust one current employee’s wage.

2. Background. The Public Works Department has seven Maintenance Worker positions with
six currently filled. Two Employees have provided notice. Jim Gregory has provided his notice
to retire after 40 years of dedicated service in the Public Works Department. Jim’s last day will
be on October 31, 2015. Kevin Olsen provided the City notice of resignation. His last day was
be June 30, 2015. The Public Works Maintenance positions are critical to meet current service
needs and is essential to City operations.

3. Recruitment. The selection process for the Public Works Maintenance Worker position has
been completed. The top two candidates were Mr. Mark Lemen and Mr. Clint Schuman.

a. Mr. Lemen was employed full time with the City of Sharonville, Ohio for 4 years and
prior to that he worked for them and the Township of Symmes, Ohio in seasonal position while
also working as a mechanic for Ford for 8 years. Mark has the combination of customer service
focus and technical skills necessary to excel in the position. I recommended that Mark be
appointed to the position of Public Works Maintenance Worker at the starting salary of $22.64/hr
effective September 8, 2015.

b. Mr. Clint Schumann was employed full time as a machinist for the last 17 years while
running his own land scraping for 10 years. I recommended that Clint be appointed to the
position of Public Works Maintenance Worker at the starting salary of $20.83/hr effective
September 14, 2015.

4. Wage Adjustment. Since his employment with the City of Orono Mr. Justin Hirsch has
excelled. He has achieved both his Water and Sewer licenses and is a highly competent operator
on all of the City’s equipment. In addition, he has taken the lead on the maintenance of the
department’s equipment. In light of his value to the department and City, I strongly recommend
his wages be adjusted accordingly to Step Year 3 ($22.82/hr).

COUNCIL ACTION REQUESTED:
Consider a motion to appoint Mr. Mark Lemen and Mr. Clint Schumann to the positions of
Public Works Maintenance Worker and adjust Mr. Justin Hirch’s to Step 3.
