While the Development Agreement <br />documented the ownership and maintenance parameters for the park parcel, it did not detail any <br />proposed improvements for the park save for the proposed trail layout. The developers on behalf <br />of the Citizens for Lakeview Preservation (CLP) in July submitted an application for a temporary <br />(90-day) sign permit to advertise the park and solicit donations. <br />Staff determined that this type of sign was not addressed during the development review and <br />does not fall under the parameters of any allowed temporary signage within the zoning code (see <br />communications in Exhibit E). Staff has determined that rather than pursue a code amendment <br />or seek special approval for this temporary sign, it would be more efficient for the developer and <br />the City to amend the Development Agreement to address the potential range of possible signage <br />improvements for the park property and establish parameters for such future signage, avoiding <br />the need for continuing review as signage improvements progress. <br />Comprehensive Signage Proposal <br />Exhibit C developed by the CLP is a description of proposed signage they would like to have the <br />ability to install on the park property. Council is asked to review the proposal and, subject to any <br />specific conditions desired, adopt the attached Amendment to the Development Agreement that <br />will establish conditions under which signage can be allowed for the park parcel. Parameters for <br />approval recommended by staff are as follows: <br />1. Improvements to Outlot I shall be limited to the trails indicated on Plan I, Sheet C-507 as <br />noted in Paragraph 7 of the Agreement and to the specific signage improvements <br />described in the attached Sign Descriptions document (see Exhibit C). <br />
