The Navarre Community Initiative is requesting the City of Orono contribute the cost of the special event insurance policy, which is estimated at $500.00 to the Bike Navarre event. Background. The Navarre Community Initiative is in the process of finalizing details for the Bike Navarre event, scheduled for September 20. The Initiative is a group of Navarre residents and businesses who are interested in promoting the safety and features of their community, its businesses, and parks. The event is not a City event, but it will be held in a City Park and features frequent communication between Initiative members and the City. The event will include an open house at the Navarre fire house, a bike rodeo, musicians, a bouncy house, food and vendors. There is no charge for the event, though the Initiative will solicit donations to defray costs including permits, advertising, equipment use/ rental, and supplies. The Initiative will apply for a special event permit, which does require a $1,000,000 insurance policy. This policy costs about $500.00. The Initiative contemplated requesting a waiver of the insurance requirement, but on the direction of staff, is requesting the City pay the fee on behalf of the Initiative. Holding this event without insurance raises several challenges with liability, and it is in the City’s best interest to have the insurance coverage in place. To date, the City has waived the costs associated with the special event permit, temporary sign permits, conditional use permits, and CUP escrow for the event. COUNCIL ACTION REQUESTED: The Council should consider paying the fee for insurance for the Navarre Community Initiative. The Council may wish to develop a policy for funding of these types of events at a later date.
