The Navarre Community Initiative is requesting the City of Orono contribute the cost of the <br />special event insurance policy, which is estimated at $500.00 to the Bike Navarre event. <br /> <br />Background. The Navarre Community Initiative is in the process of finalizing details for the Bike Navarre <br />event, scheduled for September 20. The Initiative is a group of Navarre residents and businesses who <br />are interested in promoting the safety and features of their community, its businesses, and parks. <br /> <br />The event is not a City event, but it will be held in a City Park and features frequent communication <br />between Initiative members and the City. The event will include an open house at the Navarre fire <br />house, a bike rodeo, musicians, a bouncy house, food and vendors. There is no charge for the event, <br />though the Initiative will solicit donations to defray costs including permits, advertising, equipment use/ <br />rental, and supplies. <br /> <br />The Initiative will apply for a special event permit, which does require a $1,000,000 insurance policy. <br />This policy costs about $500.00. The Initiative contemplated requesting a waiver of the insurance <br />requirement, but on the direction of staff, is requesting the City pay the fee on behalf of the Initiative. <br />Holding this event without insurance raises several challenges with liability, and it is in the City’s best <br />interest to have the insurance coverage in place. <br /> <br />To date, the City has waived the costs associated with the special event permit, temporary sign permits, <br />conditional use permits, and CUP escrow for the event. <br /> <br /> <br />COUNCIL ACTION REQUESTED: <br />The Council should consider paying the fee for insurance for the Navarre Community Initiative. The <br />Council may wish to develop a policy for funding of these types of events at a later date. <br />
