MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, July 27, 2015 <br />7:00 o’clock p.m. <br />__________________________________________________________________________________ <br /> <br />Page 1 of 29 <br /> <br />ROLL CALL <br /> <br />The Orono City Council met on the above-mentioned date with the following members present: <br />Mayor Lili Tod McMillan, Council Members Jim Cornick, Jr., Lizz Levang, Aaron Printup, and <br />Dennis Walsh. Representing Staff were Finance Director Ron Olson, Community Development <br />Director Jeremy Barnhart, Senior Planner Michael Gaffron, City Planner Melanie Curtis, Public <br />Works Director/City Engineer Adam Edwards, City Attorney Soren Mattick, Consulting City <br />Engineer David Martini, and Recorder Jackie Young. <br /> <br />Mayor McMillan called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance. <br /> <br />APPROVAL OF AGENDA <br /> <br />Item Nos. 3, 8, 11, 14, 16 and 17 were added to the Consent Agenda. <br /> <br />Levang moved, Cornick seconded, to approve the Consent Agenda as amended. VOTE: <br />Ayes 5, Nays 0. <br /> <br />APPROVAL OF MINUTES <br /> <br />*2. REGULAR CITY COUNCIL MEETING OF JULY 13, 2015 <br /> <br />Levang moved, Cornick seconded, to approve the minutes of the Orono City Council <br />meeting of July 13, 2015, as submitted. VOTE: Ayes 5, Nays 0. <br /> <br />PLANNING COMMISSION COMMENTS – KEVIN LANDGRAVER, <br />REPRESENTATIVE <br /> <br />Landgraver stated he had nothing to report but would be available for questions. <br /> <br />PUBLIC COMMENTS <br /> <br />Jim Mandel, 3155 North Shore Drive, requested the City of Orono to review their ordinances <br />regarding fences and lighting. Mandel stated over the past several years their neighborhood has <br />been negatively impacted by certain activities that are violating the intent of the ordinances that <br />currently exist, and for that reason he and his neighbors would like to have those ordinances <br />revisited. Mandel noted these type of activities have a negative impact on their property values. <br /> <br />Mandel indicated he can provide before and after pictures of what is occurring. Mandel stated in <br />his view it is pretty clear some of these activities are occurring out of spite and that there are <br />spite laws that exist in Minnesota that these activities would fall under. Mandel stated in his <br />view he does not feel it is his obligation to adjudicate these issues and that he will make himself <br />available to provide any input the City may require.
