REQUEST BY NAVARRE COMMUNITY INITIATIVE TO WAIVE PERMIT <br />FEES (continued) <br /> <br />Printup asked if the City has waived fees in the past. <br /> <br />Barnhart stated the City does not charge itself fees for City events and that he would consider <br />this to be a community event. Barnhart stated the Navarre Community Initiative group does not <br />have a huge budget and that they will still have rental and insurance costs associated with the <br />event. Barnhart stated he would consider this perhaps as a partnership between the City and the <br />Navarre Community Initiative. <br /> <br />McMillan asked what property will be on public property. <br /> <br />Barnhart stated he plans to bring a draft ordinance to the Planning Commission next month <br />allowing temporary signs for certain events. The way the ordinance reads currently, anyone can <br />apply for a conditional use permit to place a sign in the right-of-way along city-owned roads. <br /> <br />Printup indicated he is okay with the waiver since it is a community event. <br /> <br />Levang stated she sees this as a collaboration with the City and the Navarre Community <br />Initiative Group. <br /> <br />Walsh stated he does not have a problem giving the group the benefit of the doubt. <br /> <br />Walsh moved, Cornick seconded, to waive the permit fees for the Navarre Community <br />Initiative’s “Bike Navarre Event.” VOTE: Ayes 5, Nays 0. <br /> <br />*11. NAVARRE COMMUNITY INITIATIVE, REQUEST FOR TEMPORARY <br />PUBLIC ART IN PARKS <br /> <br />Levang moved, Cornick seconded, to approve the request by the Navarre Community <br />Initiative Group to place decorated bikes and bike parts (wheels) in the parks in and near <br />Navarre, both as public art and to promote the Bike Navarre Event planned for September <br />20, 2015. VOTE: Ayes 5, Nays 0. <br /> <br />(Recess taken from 8:43 p.m. – 8:47 p.m.) <br /> <br />PUBLIC WORKS DIRECTOR/CITY ENGINEER’S REPORT <br /> <br />12. BALDUR PARK ROAD CONTRACT AWARD <br /> <br />Public Works Director/City Engineer Edwards stated the City received three bids for the Baldur <br />Park Road project, with the low bid being for $143,523 from GMH. <br />
