MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, July 13, 2015 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 2 of 28 <br /> <br />Jabbour stated one young lady had her legs cut by a propeller, another person severed his spinal cord by <br />diving into three feet of water, and two people stopped breathing, which resulted in a tracheotomy being <br />performed. Jabbour stated personnel from both North Memorial and HCMC had to respond given the <br />number of calls and 100 percent of the ambulance supplies were exhausted. In addition, two helicopters <br />were in operation at the same time to handle the emergencies. <br /> <br />Jabbour displayed some pictures of the area near Big Island from the 4th of July. Jabbour stated given the <br />number of people that were in the water, it would have been physical impossible for the Water Patrol to <br />gain access to someone in the middle of the crowd if they required assistance. Jabbour commented he is <br />not sure what the solution is, but that he would encourage the City Council to think about this. <br /> <br />Jabbour noted this was also the second year in a row for a corporate entity promoting their products <br />without a permit. In addition, there were a lot of physical fights as well. <br /> <br />Jabbour displayed a picture of volunteers cleaning up the area near Big Island. Jabbour indicated it is <br />necessary to clean it up within a day or two before the zebra mussels attach themselves to the cans and/or <br />bottles. Jabbour stated once zebra mussels are attached to the cans, they can no longer be transported or <br />disposed of in the normal way. There was also a fair number of broken glass bottles discarded in the <br />water or on the Island. Jabbour stated he would like to thank the volunteers who helped clean up the <br />debris. <br /> <br />Council Member Levang stated the pictures are astounding and that it is a serious issue that needs <br />addressing. <br /> <br />Jabbour stated due to the way the LMCD was created, Orono’s voice is drowned by people who have <br />little ownership along the lake. Jabbour noted Orono abuts 30 plus percent of the lake but yet does not <br />seem to have a very large say in what happens on the lake. <br /> <br />McMillan stated she appreciates the volunteers who helped clean up the debris. <br /> <br />PLANNING COMMISSION COMMENTS – LOREN SCHOENZEIT, REPRESENTATIVE <br /> <br />Planning and Zoning Commissioner Schoenzeit stated he had nothing to report but would be available for <br />questions. <br /> <br />PRESENTATIONS <br /> <br />4. SENATOR DAVID OSMEK <br /> <br />Senator Osmek, District 33, addressed the City Council regarding this past legislative session. Osmek <br />stated at the beginning of the session, he was promoted to ranking member of the Energy and <br />Environment Committee and that he was the only freshman with that designation. Osmek stated that <br />assignment led to a lot more work than he anticipated but that he worked well with Senator Marty even <br />though they do not agree on many items. <br /> <br />Osmek stated he has been working on the Fair Equipment Repair Act, which addresses the intellectual <br />property on people’s cell phones and computer operating systems. Osmek stated companies are claiming <br />that intellectual property as solely their own and are withholding schematic and technical information as
