A RESOLUTION OUTLINING THE FUNDING MECHANISM AND COST <br />DISTRIBUTION PLAN FOR THE PROVISION OF SANITARY SEWER AND <br />MUNICIPAL WATER UTILITIES ALONG CSAH 112 FROM OLD CRYSTAL BAY <br />ROAD TO CSAH 6 <br /> <br /> <br /> WHEREAS, developers have begun to show interest in developing properties along the <br />western portion of CSAH 112. Currently water and sewer service only extends westward to the <br />corner of Old Crystal Bay Road and CSAH 112 and, <br /> <br /> WHEREAS, the area is divided into three parcels with developers actively interested in <br />the two end parcels. There are currently no known plans to develop the center parcel, Dumas <br />Orchards. <br /> <br /> WHEREAS, the Community Management Plan (CMP) calls for these areas to be serviced <br />with municipal water and sanitary sewer <br /> <br /> NOW, THEREFORE BE IT RESOLVED by the Orono City Council, that the following <br />cost distribution methodology and funding mechanism will be used to provide for the construction <br />of Sanitary sewer and Municipal water to the properties along the south side CSAH 112 from Old <br />Crystal Bay Road to CSAH 6: <br /> <br /> Cost Distribution Methodology. In order to distribute the cost of the project to the <br />benefiting properties in an equitable manner the city will divide up projects to associate specific <br />portions of a project with the benefiting property. The cost will be further allocated based on the <br />potential demand of the benefiting properties by using the maximum # of units of each <br />development area could accommodate based on the current CMP land use guide plan. <br /> <br /> Funding Mechanism.
