The purpose of this council action is to adopt a resolution laying out the funding <br />mechanism and cost distribution plan for the build out of water and sewer utilities along CSAH 112. <br /> <br />2. Situation. Developers have begun to show interest in developing properties along the western <br />portion of CSAH 112. The area is divided into three parcels with developers actively interested in the <br />two end parcels. There are currently no known plans to develop the center parcel, Dumas Orchards. The <br />Community Management Plan (CMP) calls for these areas to be serviced with municipal water and <br />sanitary sewer. Currently water and sewer service only extends westward to the corner of Old Crystal <br />Bay Road and CSAH 112. <br /> <br />3. Cost Distribution Methodology. In order to distribute the cost of the project to the benefiting <br />properties in an equitable manner the city will divide up projects to associate specific portions of a project <br />with the benefiting property. The cost will be further allocated based on the potential demand of the <br />benefiting properties by using the maximum # of units of each development area could accommodate <br />based on the current CMP land use guide plan. <br /> <br />4. Funding Mechanism. Since it is likely that the east and west ends of the expansion area will <br />develop first with the middle section not developing for years or decades, the City will fund the projects <br />and then charge the developers for their portion as each development occurs. <br /> <br />5. Estimated costs.
