The purpose of this action item is to gain Council approval to award the Baldur Park Road <br />improvement project. <br /> <br />2. Background. Baldur Park Road is a 1000 foot long bituminous low volume residential road. In 2014 <br />it received pavement condition rating of 46 out of 100. Roads with PCIs in this range normally require <br />reconstruction. In 2014 Baldur Park Road experienced sustained flooding further deteriorating its <br />condition. In 2014 the residents of Baldur Park Road petitioned the City to have their road rebuilt. In <br />2014 the City submitted for and received funding from FEMA to restore the section of road impacted by <br />the flooding. At the February 23, 2015 work session council directed staff to develop a way forward for <br />completing Baldur park reconstruction in 2015. At the March 9, 2015 Council meeting the Council <br />authorized Bolton and Menk to begin engineering and design. Based on council guidance received on <br />May 26, 2015 we developed a hybrid design using full depth reclamation and partial depth reconstruction. <br />Bids were received and opened on July 21, 2015. <br /> <br />3. Cost. The low bid is for $143,523 from GMH (see Exhibit A). In addition Bolton and Menk provided <br />an estimate for construction oversight of not to exceed $14,750. (see Exhibit B) <br />Who Work Cost Status <br />Bolton &Menk Design and Bid Engineering $ 23,850 Previously approved as not to exceed <br />GMH Baldur Park Road Construction $ 143,523 Pending award <br />Bolton &Menk Construction Oversight $ 14,750 Pending approval as not to exceed <br />TOTAL $ 182,123 <br /> <br />4. Funding. The project will be funded with a combination of the funding sources below: <br />Funding Source Amount <br />FEMA $ 59,223 <br />General Fund – positive variance from 2014 budget $ 94,728 <br />Storm Water Fund $ 14,597 <br />Sanitary sewer Fund $ 13,575 <br />TOTAL $ 182,123 <br /> <br />5. Timing. Project is to be completed by the end of October 2015. <br /> <br />COUNCIL ACTION REQUESTED: <br />Move to award the contract to GMH in the amount of $143,523 and to approve the construction <br />phase services to Bolton and Menk in the not-to-exceed amount of $14,750.
