MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, July 13, 2015 <br />7:00 o'clock p.m. <br />Levang indicated she is okay with the proposed landscaping plan and not requiring the road corridor <br />connection. <br />Printup asked whether an environmental study should be required. <br />Gaffron suggested the applicants be asked about what their plans are in that regard. <br />Walsh noted the bank may require it if there is a loan on the property. <br />Matt Hanish, Homestead Partners, stated they do intend to complete a Phase I Environmental Assessment <br />after they receive City Council approval for preliminary plat. <br />Levang asked if he is looking for something specific. <br />Hanish stated in his view they will not find anything that would impact the project. <br />McMillan asked if he has any preference as far as the landscaping along the frontage road. <br />Hanish stated they would prefer the landscaping plan included in there and stated that would allow them <br />to move some of the trees and create more of a buffer along the road but not create a tree lined corridor <br />down to the end of the cul-de-sac. The clustering of the trees will allow for views across the site. <br />Hanish stated they are creating a six lot development and that they want all six homes to feel they are part <br />of the community. <br />Levang stated in her view they have done a good job with the landscaping plan and that by placing more <br />trees along Old Crystal Bay Road, they will ensure more privacy for the lots. <br />McMillan asked if the cul-de-sac can be made smaller in diameter. <br />Gaffron stated Staff would not recommend going smaller than what is proposed. <br />Levang stated she would like to know more about the homes they intend to build. <br />Hanish stated as far as size, these would be custom homes and designed for each individual home site and <br />the price would be driven by the market. <br />Walsh asked what the land prices would be. <br />Hanish indicated the lots are on the market for $390,000. <br />McMiIlan stated she has a concern with connecting the road since people might use it as a shortcut. <br />Scott Goldsmith, 265 Old Crystal Bay Road, stated he has two issues he would like to bring to the <br />Council's attention. Goldsmith stated the first one is a property line issue that would impact his property <br />significantly and also have some impact on the layout of the development. <br />Page 15 of 28 <br />
