Olson, City Planner <br />March 17, 1983 <br />Public Hearing - 8:00 P.M. - March 21, 1983 <br />#726 - Proposed Vacation of "Molly’s Corner" Parking Area <br />This is a continuation of the hearing first opened on February 7, 1983, <br />I have attached my February 1, 1983 memo as the cause of this action, <br />the options and the status of facts all remain pertinent.mi <br />Since the first hearing. City staff have met with representatives of <br />Hennepin County and Burlington-Northern Railroad and with Larry Berg, <br />William Gregory. Our intention has been to reach an agreement <br />which will satisfy the concerns of all parties. <br />y <br />Mr. Berg submitted a letter dated February 24, 1983, outlining a series <br />of proposals intended to help resolve the situation. My March 9, 1983 <br />memo responds to his offer, and his March 14, 1983 followup letter <br />responds to my memo. We seem to be in basic agreement except for two <br />outstanding issues. It is hopeful that these will be able to be amicably <br />resolved. <br />Gregory wishes to exercise his lease of railroad right of way, closing <br />off and eliminating that part of the parking area now on railroad <br />land.^ The City Council wishes to retain public use of the entire <br />existing parking area including that part on the railroad right of way <br />Gregory wants the City to vacate all of Bracketts Avenue, which is <br />not now gravelled (the area "in the woods" between the gravelled <br />area and Gregory’s fence line). The City Council does not want to <br />expand the actual parking area, but likewise, they have found no <br />public purpose to be served by such a vacation. <br />HEARING PRCX:EDURE <br />The hearing should be reopened and continued to receive all pertinent <br />public input concerning past and present uses of the property and <br />suggestions for improvements in the situation. There is no need to <br />repeat testimony from February 7, 1983, as this is a continuation of <br />the same hearing and the same record.
