The <br />applicant is requesting to be allowed to construct a guest apartment <br />with kitchen and bath facilities and a separate outside entrance in <br />addition to an entrance to the main house. This is proposed to be <br />constructed above the garage approved with the previous application. <br />The property was sewered in 1981; the house is connected. <br />I have calculated the dry buildable lot area at +2.95 acres. In the LR- <br />lA two acre zoning district, this does not meet the standards for a <br />second residence. Does Planning Commission find a hardship which <br />would allow varying the lot area requirement performance standard for <br />a second residential unit? As in other cases such as this, you should <br />require that the apartment never be rented. <br />Note that the State Statutes would allow the city to "permit as a <br />variance the temporary use of a one-family dwelling as a two-family <br />dwelling".
