Also present was Zoning Administrator Hank Miihich. Chairwoman McDonald announced that this was the time and place for a public hearing on the petition of Wayside Kennels for a transfer of a conditional use permit of property located at 3505 Wayzata Boulevard. The Zoning Administrator presented the Notice of Public Hearing and the .Affidavit of Publication. The Fulmer’s have purchased this property from Norman Larson and are requesting approval for a transfer of the existing non-conforming use. Dr. Fulmer was present and introduced his son and dau^ter-in-law, Brian and Cathy Fulmer, who will be running the kennel operation. The applicants presented a sketch of a si^ they are proposing to use in place of all the signs now posted on the building and the property. The Planning Commission agreed that it vrould be an inprovement. The size of the sign appeared to meet the code requirements. The name of the kennel would be changed from Wayside Kennels to the Dog House Boarding Kennels. The Planning Commissicvi opened the discussion to the public. Dick Selhost, \lho owns property to the south of the kennel, and Angie Koenig were present. Mr. Selhost expressed his concern regardi^ noise, odor and general appearance of the property. In response, Brian FUlmer stated that they are aware of the problems of the past operation such as noise and odor. He asked that everyone bear with them until they have cleaned up the premises. This is something that will take awhile. The reason they purchased the property was because they would like to fix it up in the way they feel a kennel operation should be anc’ feel that it will be a good business for the connunity. They plan to lower the ceiling in the main building and insulate the walls which would reduce the noise factor. They will also be living on the property and will be af^ted by the noise also and will attest to control this. The applicmt also reaffirmed the fact that this would be a boarding operation with a maximum of 60 dogs. This ■aximum capacity would very seldom occur except possibly on holidays and some weekends. The outside runs will be concrete as well as the inside. The dogs will be inside after a reasonable hour. The operation would be open to the public and staff for inspection. Em ATTENDANCE - 7:30 P.M.
