F <br />Mr. Alan Olson, Assistant Building & Zoning <br />Administrator, entered into the record the follow <br />ing information concerning the transfer of a <br />conditional use permit for Wayside Kennels, 3505 <br />Wayzata Boulevard, dated September 29, 1977, which <br />states: <br />ge 12 <br />INDITIONAL USE PERMIT <br />3505 Wayzata Boulevard <br />#318 <br />Richard Fulmer <br />Mr. ft Mrs. Richard Fulmer are considering purchasing <br />the Wayside Kennel property. They have a purchase <br />®9^©6sient with Norman Larson contingent upon <br />receiving Council's approval for a transfer of the <br />existing non-conforming use (dog kennel operation). <br />They have informed us they have intentions of improving <br />the operation and property in general. I think we <br />might inform the applicant of our restrictions on <br />expanding of existing, non-conforming land uses if <br />we choose to approve transfer of the conditional <br />use permit. <br />We might consider requiring a public hearing to <br />give the general public the opportunity to respond. <br />Planning Commission Meeting - October 3, 1977 <br />Work Session. Instructed staff request the Fulmers <br />to prepare and submit a letter to the City which <br />would include a resume of their past history as <br />kennel operators. The letter was to include a <br />detail on the projected operation and address of <br />former kennel establi*3hments under their supervision <br />and problems experienced, if any. <br />Planning Commission instructed staff to schedule <br />a public hearing for the Planning Commission <br />meeting scheduled for November 7, 1977. <br />Staff - October 5, 1977 <br />Enclosed is a copy of a letter to the Fulmers <br />requesting resume of experiences with kennel <br />operations. <br />Staff - October 12, 1977 <br />Dr. Richard Fulmer was in to see me this morning <br />in response to the letter I sent him recently. He <br />submitted the letter with a resume as requested. <br />He appeared to be very conscious of the problems <br />that have been brought to the City's attention in <br />the past. Recognizing these problems, he assured <br />me they would cooperate with us to eliminate the <br />sources of these problems.
