As I <br />understand your inquiry, you are trying to purchase Lot 17, Block <br />5 Navarre Heights and have the City of Orono give you a variance <br />to build. The City Planning Commission has suggested to you that <br />you purchase both lots and combine the two lots into one buildable <br />Please allow me to extend an opinion on this subject. <br />It is my opinion that this would not be economically feasible for <br />anyone to combine these two lots. You have apparently offered <br />to purchase one parcel for $ 12,500.00. The identical lot next <br />to it must also be valued at $ 12,500.00 and combined the two <br />would be $ 25,000.00. The character of the neighborhood does not <br />warrant an expenditure of that kind. <br />Thciris a half acre parcel available on Northern Avenue priced at <br />$15,900. Another half acre parcel is available at 3601 Togo Road <br />for $18,500. These are certainly comparable parcels, except that <br />they are both already over a half acre. If lots 16 and 17 were <br />combined into over half an acre the cost would be excessive for <br />the area. <br />In our conversation you inferred that neither lot is a buildable <br />lot at this time. The City of Orono and Hennepin County have <br />been collecting taxes from my client for almost forty years. I <br />was told by the City Zoning Administrator that both lots were <br />bought for delinquent taxes and therefore the price of the lots <br />were both inflated. My client bought lot 16 in 1947 for back <br />taxes and has been faithfully paying on this lot all this time. <br />If she sold her lot today for $ 12,500.00, she would be losing <br />money. That is incredible to me since she has the Estimated <br />Market Value from Hennepin County of $ 8,200.00.
