5unci1- <br />Homes <br />, Ayes <br />Grabek <br />57, A <br />lieipal <br />2 And <br />ith the <br />f Carl <br />:>n, Dan <br />r Adams <br />are a <br />/ sub <br />ions of <br />asement <br />also <br />ance of <br />al time <br />ewerage <br />- ,V: <br />⢠» <br />March 8, 1984 <br />The Honorable Mayor and <br />Members of the City Council <br />City of Orono <br />The Members of the Planning Commission <br />City of Orono <br />Mrs. Jeanne Mabusth <br />Zoning Administrator <br />City of Orono <br />Re: The Overall Development Concept Plan of Outlot <br />A, Countryside Manor <br />This letter is written to express the views of the three partners of Dicon, <br />a Minnesota limited partnership, owner of Outlot A, Countryside Manor, and of <br />the applicant of Subdivision 816 Countryside Manor Second Addition, Lake <br />Minnetonka Homes, regarding their wishes as to how they would like to see the <br />remainder of the approximate 74 acres of Countryside Manor be developed. <br />It should be made clear that there are no plans at this time to completely de <br />velop the entire site, however, in an effort to comply with the requirements <br />of the City Council, a concept plan for the entire site was submitted in July <br />of 1981. A partner of Dicon, Richard Conry, has submitted plats to the City <br />of Orono in previous years. In those plans a great deal of concern was ex <br />pressed by the city that a minimum number of roads be constructed. The reason <br />for this policy v;as to minimize the effects of hard surface cover rain water <br />runoff and to minimize the potential maintenance costs that the city may in <br />herit. This policy was very definitive and left little, if any, room for <br />negotiation. <br />With the above city policy in mind, a partner in Dicon, Richard Conry, and his <br />planner/surveyor, Gary Gabriel, from DeMars Gabriel Land Survey, Inc., met <br />with the planning director to ask for guidance. They were told that this con <br />cept plan must contain the absolute minimum lineal footage of road. Gary <br />Gabriel asked about any concerns of curb cuts along the perimeter lots border <br />ing Old Crystal Bay Road, Watertown Road and Willow Drive. The planning direc <br />tor told both Gary Gabriel and Richard Conry that these roads were collector <br />roads with very little traffic and v/ere therefore "no problem.ā He made the <br />statement that curb cuts were preferable to additional interior roads. <br />Upon presentation of this concept plan to the Council, concern was expressed <br />regarding the perimeter lots not having interior road access.
