Permit me to set forth the facts from <br />the owner’s point of view with regard to the property. <br />As you know, this is guite an old house. The owners going <br />back in time have been the Bagley Grain Co., 1976-1979; Al <br />Wilson, 1970-1975; and Bob Carter, 1954-1970. I am personally <br />familiar with the property and know of my own knowledge, and <br />the Bagley Grain Co. also knows of its knowledge from its inspec­ <br />tion of the premises, that there always was a terrace around <br />the west end of this building, see diagram attached. The terrace <br />consists of paving blocks laid on the ground and on the outside <br />of the paving blocks, there always has been a foundation of some <br />sort. The foundation was the support for a series of benches <br />and two storage lockers which faced inward toward the house. <br />The work done recently by the Baglc'^ Grain Cw. was repair and <br />replacement where necessary of the already existing foundation <br />and in exactly the same location. Therefore, there is nothing <br />new here, but rather repair and restoration of what had been there. <br />I believe that it is evident even to a casual observation that <br />the paving blocks have been in place for many years and thus it <br />is clearly demonstrable that the area of this terrace has not <br />been increased.
