PAGE 12 <br />{AINTERS CREEK <br />^OPNENT <br />4680 BAYSIDE ROAD <br />SUBDIVISION <br />SKETCH PLAN REVIEW John Burrell, Jeff Martineau, Bruce Lange and Ron <br />Bastyr were present. David Dunn of 4740 Bayside Road <br />and Robert Olson of 4645 Bayside Road were present from <br />the audience. <br />Ron Bastyr stated that Mr. Burrell and Mr. Lange are <br />the owners of the old Ski Tonka site. Bastyr stated <br />there would be 20 single family homesites. Bastyr <br />stated that a rezoning would be necessary from the <br />current 5 acre zoning to a 2 acre zoning, with each <br />house averaging 3.4 acres each. Bastyr stated that <br />the minimum lot size would be 2 acres excluding <br />wetlands. Bastyr stated that there would be <br />substantial berming and planting along the two through <br />streets to create a wooded, natural environment. <br />Bastyr noted that covenants to restrict the new houses <br />in size, color, style and texture would be taken over <br />the site to limit the homes that will be built there so <br />they will fit in with the natural surroundings. <br />Bastyr noted some common areas which each home would <br />own one twentieth of the common area. Bastyr stated <br />that the two through streets would be blacktopped <br />(which accesses have been preliminarily approved by <br />Hennepin County) and required that they be public <br />roads. Bastyr stated that the drainf ield testing and <br />design has been done which went well and should have no <br />major problems. Bastyr noted this project would be <br />done in two phases. <br />Jeff Martineau noted that this is a unique piece of <br />property and that a PRD would enhance the site. <br />Martineau stated that there are two different school <br />districts involved, the Orono and Mound School <br />Districts. <br />Sime asked if an association would maintain the common <br />areas or keep it wild. Sime asked if there was to be a <br />Homeowners Association would they consider private <br />roads rather than having public roads. <br />Ron Bastyr stated yes that there would be a Homeowners <br />Association with a one twentieth interest in the <br />common areas. Bastyr stated that they would prefer public roads. t' <br />Zoning Administrator Mabusth stated that in rural <br />areas that the City has to hold strong to all private <br />roads based on the current budget. Mabusth noted that <br />private roads in rura3 areas are consistent with the <br />long range planning setforth in the Comprehensive <br />MINUTES OP I <br />#801 PAINTER <br />(cont.)
