:ty of orono, Minnesota ■ ■ <br />REGJLAR PLANNING CXMISSION MEETING HELD DECEMBER 6, 1976 <br />The Orono Planning Commission met on the above date with <br />the following members present: Chairwoman Diane Dunlap, <br />Men4>ers Gloria McDonald, Paul Pesek, George Hosfield, <br />Gre^ Hannah, John Hake and Zoning Administrator Hank <br />Muhich. Also present were Mayor Van Nest and Councilman <br />Walter Massengale. <br />ATTENDANCE - 7:33 P.M. <br />Councilman ^feissengale brou^t the Planning Commission up <br />to date on this matter. The Minnehaha Creek Watershed <br />District, by petition of the Lake Minnetonka Conservation <br />District, held a public hearing concerning this project. <br />They have a rather sizable plan to acquire large land <br />areas in the Watershed District. They feel that damning <br />some of the large land and releasing it at a controlled <br />rate would help to stabilize the lake level and control the <br />amount of flooding into Minndiaha Creek. <br />Because data had not been provided to municipalities <br />affected, Orono requested that the records of the public <br />hearing remain open until January 20, 1977, to provide <br />more time to state our position regarding this matter. <br />Mr. Massengale requested the Planning Comnission to review <br />the material and prepare for the Council any ccmnents they <br />may find in their investigation. <br />Chairwoman appointed a conmittee of Gloria McDonald and <br />Paul Pesek to review this project and report their findings <br />by January 3, 1977. <br />UPPER WATERSHED STORAGE <br />AND RETENTION PROJECT <br />I <br />^licant was not present. The Zoning Administrator pre- <br />smted the plan submitted by Jim DeSplinter. The plan con­ <br />sisted of a dwelling and detached garage. A variance would <br />be required for the right of way setback. Mr. DeSplinter <br />is now considering an attached garage idiere no setback <br />variances would be r^uired. Some regrading of the right <br />of way would be required, but letters of no objection would <br />be required from affected adjoining neighbors. Bill Carlson <br />and John Geihardson of the Public Works Department inspected <br />the site and reviewed Mr. DeSplinter's proposal. They both <br />agreed with the proposal of regrading of the right of way <br />to two feet providing culverts are installed to provide <br />natur^ dra^ge and manhole extensions be added by Mr. <br />DeSplinter if the road grade is raised (subject to no <br />objection from neighbors). <br />Mr. Richard Tiegen, neighbor to the north, was present. <br />He had no objection to the pr^sal, but was concerned about <br />the drainage.
