Council felt that proposal has many conceptual <br />traits which are highly desirable, but that two important details have been over­ <br />looked. <br />1.The County access requirements have not been resolved. There was indication <br />that something can be done within the existing subdivision boundaries. <br />_ _• ^ % _ - • __Moving the access east may require penetration of wetlands and would entail <br />lot rearrangement. <br />2.Ihe existing lot arrangement contains two lots which have wetlands bisecting <br />two separated dry buildable areas. Concern was given to possible lot <br />rearrangement or perhaps open space easements to forestall future probli <br />of access or interest in reaching landlocked portions of the plat. <br />The above considerations may require a juggling of the plat so Council felt that they <br />could not give preliminary approval at this time. Matter tabled until applicant: <br />(1) resolves access with the County, (2) provides an overlay drawing sholdng possible <br />future lot subdivisions to 2 acre size (3) resolves intention on lots split with wet­ <br />lands. <br />PLANNING CriMISSION MEETING - September 7, 1976 <br />A revised subdivision proposal was submitted to the Plannnig Commission by the applicant. <br />Th/ Planning Coranission reviewed the revisions which included the change in the access <br />as suggested by tlie Hennepin County Public Works Hepartment. <br />The Planning Comnission reacted favorably toward the new proposal as the revised right <br />of way would also provide access for properties if any future divisions were made. <br />The Planning Commission recommended approval of the preliminary plat. Some of the members <br />expressed an in erest in conservation easements over marsh areas and small landlocked <br />dry areas. <br />COUNCIL MEETING - September 13, 1976 <br />Approved subject to defined access and easement over right of way and Park Dedication <br />Fee and conservation easement over all marshlands and landlocked dry land on Lot 4. <br />STAFF - November 29, 1976 <br />The developer is requesting approval of the final plat of Liberty Acres. The necessary <br />mylars and hardshells have been submitted and appear to follow the preliminary as <br />approved. Park Dedication Fee will be forthcoming. A resolution of approval will <br />have to be prepared.
