Robert Niichel - 3175 Sixth ^nve N.
Subdivision (rreliminary)
Page 2
OXWCIL ^EETI^IG - August 23, 1976
#145
Long discussion about this proposal. Council felt that proposal has many conceptual
traits which are highly desirable, but that two important details have been over
looked.
1.The County access requirements have not been resolved. There was indication
that something can be done within the existing subdivision boundaries.
_ _• ^ % _ - • __Moving the access east may require penetration of wetlands and would entail
lot rearrangement.
2.Ihe existing lot arrangement contains two lots which have wetlands bisecting
two separated dry buildable areas. Concern was given to possible lot
rearrangement or perhaps open space easements to forestall future probli
of access or interest in reaching landlocked portions of the plat.
The above considerations may require a juggling of the plat so Council felt that they
could not give preliminary approval at this time. Matter tabled until applicant:
(1) resolves access with the County, (2) provides an overlay drawing sholdng possible
future lot subdivisions to 2 acre size (3) resolves intention on lots split with wet
lands.
PLANNING CriMISSION MEETING - September 7, 1976
A revised subdivision proposal was submitted to the Plannnig Commission by the applicant.
Th/ Planning Coranission reviewed the revisions which included the change in the access
as suggested by tlie Hennepin County Public Works Hepartment.
The Planning Comnission reacted favorably toward the new proposal as the revised right
of way would also provide access for properties if any future divisions were made.
The Planning Commission recommended approval of the preliminary plat. Some of the members
expressed an in erest in conservation easements over marsh areas and small landlocked
dry areas.
COUNCIL MEETING - September 13, 1976
Approved subject to defined access and easement over right of way and Park Dedication
Fee and conservation easement over all marshlands and landlocked dry land on Lot 4.
STAFF - November 29, 1976
The developer is requesting approval of the final plat of Liberty Acres. The necessary
mylars and hardshells have been submitted and appear to follow the preliminary as
approved. Park Dedication Fee will be forthcoming. A resolution of approval will
have to be prepared. We should list all conditions we might want to include in the
resolution.
J
^ i
I
1
f
•t
f
•*
I?
t
I
j
