By what means is a community notified of its identification <br />as having one or more areas of special flood hazard? <br />An "identified” flood-prone community is one for .which <br />PIA has published a map called a "Flood Hazard Boundary <br />Map" vdiich delineates the areas subject to severe flooding <br />within the community. This map is usually the first map <br />PIA sends to a flood-prone community. Together with this <br />map, PIA sends a letter of transmittal explaining the <br />map, application forms, and program information to community <br />officials. <br />11. Q. What is a special flood hazard area? <br />It is that area subject to inundation by the base flood <br />i.e., a flood that has a one-percent chance of occurrence <br />in any given year. This standard is used by virtually <br />every Pederal agency in the administration of its programs <br />as they relate to the flood plains. In addition, the same <br />standard is required either by law or regulation in many <br />States and is used in the administration of State programs <br />in virtually every State. <br />Can a community challenge PIA's Flood Hazard Boundary Map? <br />Yes. If, after receiving a Flood Hazard Boundary Map, <br />the community feels that it is not flood-prone or has <br />corrected the flood hazard, it has six months from the <br />date of the nap to challenge PIA*s designation. <br />A community may agree with PIA's determination that there <br />are local flood problems, but dispute the extent of the <br />hazard areas as shown on PIA's map. In this case, the <br />community may at any time submit data for review. FIA <br />will review the data and, if warranted, amend the <br />community's map. <br />Is there a specified time by which communities should <br />qualify for the program? <br />Yes. July 1, 19751 or within one year of notification, <br />whichever is later. <br />If an identified community hsis not qualified for the program <br />by the prescribed date, no Pederal or federally-related <br />financial assistance may legally be provided for the <br />construction or acquisition of buildings in the community's <br />identified special flood hazard areas. Such assistance <br />will remain unavailable until the community has qualified. <br />The financing of buildings outside these areas however <br />is not affected. <br />- more - <br />•1 <br />#: <br />!
