4 <br />MINUIES OF A PLANNING OCTfilSSION MEETING HELD NOVEMBER 1, 1976 - PAGE 4 <br />Mr. Larson was present. He is requesting approval to build <br />a new garage with the proposed location to be 6* from the <br />side lot line and 6* from the street line. A previous <br />variance request was granted in 1975 to build a house on <br />this property. Variances were approved subject to several <br />conditionsy one being that no other variances be necessary. <br />There was some discussion over the meaning of this stipula­ <br />tion. Some members felt this was meant to include the <br />garage, vhile other members felt this pertained to the <br />house only. Mr. Larson who purchased the house from Paul <br />S^rber stated he could not use the present garage in the <br />winter time. The proposed location extends over a vertical <br />drop. Mr. Larson's plans are to build up a concrete wall <br />on a footing from the lower elevation up to the hi^er <br />grade at road level. Lower level would be used for storage. <br />After some discussion, Guthrie moved, Pesek seconded, to <br />recommend approval because of the topography of the land, <br />it is consistent with the nei^ibors and location would <br />presem large maple tree on property. Motion - Ayes (5), <br />Nays (2) - Van Nest and Hosfield. <br />Mr, Peterson was present. The Zoning Administrator <br />infoimed the Comidssion that the applicant is requesting <br />variances for an addition to the rear of the existing <br />residue and a garage addition to the front. No other <br />land is available and proposed additions would be a great <br />improvement to the existing house. Several pictures of <br />property were presented to the Commission. Chairwoman <br />IXmlap was conceined about the large tree on the property. <br />Mr. Peterson assured her that there was approximately 15-20' <br />between the tree and the addition. Both additions would <br />continue the existing line of the building. Pesek moved, <br />Hosfield seconded, to recommend approval of the necessary <br />variances because house is consistent with neighborhood <br />and would upgrade to houses already there, lot is narrow, <br />and no other land is available. Motion - Ayes (7), Nays (0) <br />Nfr. Solie was present. Hank Muhich informed the Commission <br />that the applicant has done some grading and filling on his <br />property without approval. Mr. Muhich further explained <br />that this was first brought to the attention of Staff on <br />August 8, 1976, vhen a conplaint was received concerning <br />work in progress on this property. Investigation revealed <br />a major ex^vation done with earth filled near to the shore <br />and siltation of the water evident. A stop work order was <br />posted and a tag vjas issued.
