CITY OF ORONO, MINNESOTA <br />REOJLAR PIAM4ING COM^SSION MEETING HELD AUGUST 2, 1976 <br />The Orcno Planning ConinissiDn met on the above date with <br />the following members present: Chaiiwoman Diane Dunlap, <br />Members George Hosfield, Brad Van Nest, John liake, Gregg <br />Haiu^, Gloria TfeDonald, C. Paul Pesek and Zoning <br />Administrator Hank Mihich. John Guthrie arrived at <br />8:00 p.m. <br />ATTENDANCE - 7:34 P.M. <br />Chairwoman Dunlap announced that this vtas the time and <br />the place for a Public Hearing on the petition of <br />Qiarles Velie for a subdivision of property located at <br />2905 Fox Street. The Zoning Administrator presented <br />the Notice of Public Hearing and the Affadavit of <br />Publication. <br />James Boerhave of Bather, Ringrose, Ifolsfeld and <br />itevid Nitz presented a map of the proposed subdivision. <br />Tms proposal is similar to the one proposed in 1974 <br />vidth the exception that the outlet has been eliminated, <br />fir. Boerhave explained that an overflow pipe would be <br />tailed which would carry the drainage toward the <br />sw^ in the lower area of this property. He felt that <br />this system would take care of the runoff. Member <br />Vm Nest expres^d his concern about the drainage to <br />the south of this property. Mr. Lyman, a neiglibor, was <br />®iso concerned about the drainage. He presented a map <br />to the Planning Commission of the area surrounding his <br />property which would be affected by this proposal, <br />w. Lyman h^ been living here for 25 years. He explained <br />that there is a natural flow of water in this area and <br />there has been no change in the land for the past 60 <br />>^ars. Hay and other natural grasses soak up tlie water <br />here and if there is any runoff, it is soaked up by the <br />tose brush ^d trees. Mr. Lyman was interested in <br />knowing if there would be a change in tlie flow of water <br />when homes, driveways and tennis courts were to be built. <br />Si? another concerned neighbor, mentioned <br />the drop ofr do^m to the lake. Runoff after a rain now <br />c^s to the surface of his driveway. Another concern <br />u Planning Conmission felt that as <br />imch of this drainage as possible should be diverted to <br />the east to eliminate any hardship to the surrounding <br />property owners. * <br />There ms some discussion as to wliether the road to this <br />subdi^sion should be private or public. The proposal <br />includes a 50' access easement for a private road. <br />feke moved, Il^ah seconded, to table this matter until <br />the next meeting to allow the developer to produce <br />revised plans for drainage to the south and east and <br />^e metliod of drainage of the northwest comer down to <br />tile lake.
