Orono Fire Needs Assessment <br />46 | Page <br /> <br />5.0 Future Service Delivery <br />The future service delivery model could occur with 1 central station or the current 2 station <br />model. Regardless of the number of stations, we should have staff located at the station for <br />response to all incidents. This staff can be a mix of full-time employees, during the day, and <br />part-time or paid-on-call firefighters at other times. <br />5.1 Central Station Model <br />The advantage of this model is that there is only one station to maintain and you can limit the <br />number of apparatuses in the fleet. In this model, we would need 2 command vehicles, a staff <br />vehicle, 2 rescue pumpers, a tender, a ladder, a brush/medical utility, 2 fire boats, a brush <br />utility UTV and a pick-up truck. This model is less capital intensive but can lead to longer <br />response times. <br />5.2 Multiple Station Model <br />The advantage of this model is that the stations are located near populations centers and main <br />roadways. The population center is where the majority of our calls occur and the two stations <br />allow for quicker response times. In this model, we would need 2 command vehicles, a staff <br />vehicle, 3 rescue pumpers, 2 tenders, a ladder, 2 brush/medical utility, 2 fire boats, a brush <br />utility UTV and 2 pick-up trucks. <br />5.3 Future Staffing <br />The Long Lake Fire Department is dependent on the paid-on call model of staffing response. <br />This staffing model has worked well and continues to do so today but we have to look and plan <br />for the future. The paid-on call model is becoming more difficult to recruit and retain <br />responders not only national but locally too. <br />LLFD staffs for a normally expected service demand along with some reserve capacity for <br />multiple or larger incidents. But LLFD, along with most agencies, cannot staff for the major, <br />manpower-intensive incidents that occur on an infrequent basis. It is simply impractical to fully <br />staff for every contingency, which is why automatic and mutual aid is necessary. <br />Decisions on staffing models are best made in conjunction with the level of response <br />performance an organization seeks to accomplish, the community’s expectations and the City’s <br />financial capacity to fund the model. <br />5.3.1 Career Fire Department <br />A fully staffed model would require a minimum of 6 – 8 on duty personnel (two companies) 24 <br />hours a day. This would require approximately 24 – 32 full-time personnel to cover a 24/7
