Orono Fire Needs Assessment <br />42 | Page <br /> <br />4.0 Community Risk Factors <br />The best way to project future service demand is to evaluate the population growth and <br />current community risks. These areas along with historical per capita incident rates should <br />allow a more accurate projection of future demand. <br />4.1 Population Growth and Demographics <br />Emergency service demand is typically driven by population and human activity. As the <br />population of an area rises, so does the overall demand for service. Orono is the 114th largest <br />city in Minnesota. The current growth rate is 1.04% annual and its population has increased <br />3.17% since the most recent census.
