Orono Fire Needs Assessment <br />39 | Page <br /> <br />The following graph shows LLFD’s response time since 2014. It shows the average, 80th <br />percentile and the 90th percentile. This is for the first unit, which could be a command vehicle <br />with chief or duty officer, an engine or rescue with a crew. <br /> <br />The numbers shown above is all emergency response time for LLFD. This includes every call <br />whether it was a code or routine response. LLFD’s response time falls within the Rural Area <br />Demand Zone but not the Suburban Area Demand Zone. Orono falls into the Suburban Area <br />Demand Zone and the City of Long Lake falls within the Urban Demand Zone. The City of Long <br />Lake proposed a trial period of Duty Crews in the summer of 2020 but due to COVID cancelled <br />this plan. <br />3.6.4 Mutual/Automatic Aid Systems <br />LLFD does participate in Hennepin County’s mutual/automatic aid systems. As Chief of LLFD, I <br />developed the box alarm system for the fire service area. LLFD also participates in the <br />statewide mutual aid system. As Fire Chief, LLFD did deploy to Becker to assist with a massive <br />junk yard fire in February of 2020. <br />Mutual aid is typically employed on an as needed basis where specific units are called for by the <br />incident commander. Automatic aid differs from mutual aid in that units are dispatched as part <br />of the initial response. All aid is predetermined ahead of time and is set up by area of where <br />the incident occurred and what type of call is happening. All mutual aid and automatic aid are <br />agreed upon ahead of time. These agreements facilitate the necessary number of personnel <br />and the appropriate apparatus are responding to the incident.
