Is it a <br />financial issue? Is it a safety issue? Reading through the <br />document, I fail to see the rationale for why this is being <br />recommended by staff in the first place. <br />When an organization proposes a major initiative like this, it is <br />typical to undergo a rigorous financial assessment to determine <br />the full costs of each option. When I read this document, I see no <br />financial analysis comparing the different options. In fact, it even <br />says that there needs to be further analysis to determine <br />potential facility requirements. It strikes me that the costs of a <br />new (or updated building) will be significant and should be <br />included in this document.
