KjoLHAuGENVIRONMENTAL SERVICES COMPANY <br />10N%M0W*4W#K Providing Sound, Balanced, Comprehensive Natural Resource Solutions <br />Memorandum <br />Date: April 4, 2023 <br />To: Melanie Curtis, City of Orono <br />CC: Matt Johnson, Applicant <br />From: Melissa Barrett, Kjolhaug Environmental Services (KES) <br />Re: Conservation Design Analysis, Wildhurst Woods, Orono, MN (KES# 2022-130) <br />The Wildhurst Woods project site is located in Section 7, Township 117 North, Range 23 West, <br />City of Orono, Hennepin County, Minnesota. More specifically, the site is located in the <br />southwest part of the city of Orono and corresponds to the address of 1003 Wildhurst Trail (PID <br />0711723210002) (Figure 1). Existing conditions are shown on Figure 2. <br />The applicant, Matt Johnson, is proposing to split an approximately 10 -acre parcel into two <br />separate —5 -acre lots accessible from Wildhurst Trail via a new outlot (Outlot A) (Attachment <br />A). This memo is submitted to demonstrate compliance with the City of Orono Conservation <br />Design Ordinance, which is intended to preserve and enhance the ecological/aesthetic character <br />of development areas. Per Article XII (Conservation Design) Section 78-1632 (Applicability), a <br />Conservation Design Plan is required for all proposed residential subdivisions or multi -unit <br />residential developments greater than five acres in total area. <br />Ecological and Aesthetic Character Review <br />RURAL OASIS STUDY <br />Conservation Design requires response to the Rural Oasis Study contained in the City of Orono <br />2010-2030 Community Management Plan. <br />The project site is not adjacent to an analyzed corridor in the City of Orono's 2005 Rural Oasis <br />Study (Figure 3). The site is only visible and accessible via Wildhurst Trail (road functional <br />class as Other Arterial) and will therefore not have a negative effect on maintaining the rural <br />character of the City of Orono. <br />Review of site conditions, photographs available on Google Street View, and project plans <br />indicate that the proposed project (2 lot split) will not appreciably change the viewshed, visibility <br />of landmarks (none present), or aesthetic character of the project area or neighboring areas. <br />2500 Shadywood Road, Suite 130, Minnesota 55331, Phone: 952-401-8757 <br />
