This <br />multi-tenant building is located in the B-1 Retail Sales Business District. Other tenants of the <br />building include; a gas station, salon, laundromat, dog groomer, and professional offices. The <br />proposed restaurant will be a sit-down restaurant that will serve liquor, classifying it as a Class II <br />Restaurant per the City Code. A Class II Restaurant is listed as a conditional use in the B-1 <br />District. <br /> <br />The applicant will be renovating the interior of two tenant spaces for the new restaurant, which <br />will total approximately 1,700 square feet. The proposed floorplan for the restaurant is included <br />as Exhibit C. No exterior modifications are proposed at this time. The applicant will need to <br />apply for a separate sign permit and abide by the City’s Sign Code. The restaurant space will <br />require a total of 11 parking spaces. The applicant has provided a parking plan included as <br />Exhibit D. The proposed restaurant has parking available in the shared parking lot that is used by <br />the other tenants of the building. The proposed restaurant will have a total of twelve employees <br />and will be open from 11 a.m. to 10 p.m. <br /> <br />Applicable Regulations: <br />CUP: Restaurant (class II) (Code Section 78-644(4)) <br />Class II Restaurants are permitted within the B-1 District by Conditional Use Permit. The <br />applicant has made an application for a new restaurant, Talavera, at 2160 Wayzata Boulevard <br />West. <br /> <br />Parking (Code Section 78-1516) <br />The City Code requires a restaurant use have at least one parking space per 80 square feet of <br />public space. The proposed restaurant has approximately 900 square feet of public space <br />resulting in 11 required parking spaces. The applicant has provided a parking plan in Exhibit D, <br />which shows 17 total parking spaces for the use. Seven parking spaces are located in front of the <br />building including one ADA parking space. These spaces will likely be used by customers. In the <br />Application Summary: The applicant requests a Conditional Use Permit (CUP) for a Class II <br />Restaurant within the B-1 District <br />Staff Recommendation: Planning Department Staff recommends approval.
