L./ \ (-J p (j}- Q i >( j p.j^ ) <br />City of Orono <br />Box 66 <br />Crystal Bay, Minnesota 553?3 <br />Re: Mooney Lake Study (Project No. 514) <br />Gentlemen: <br />The City of Plymouth has recently submitted a petition to the Minnehaha Creek Watershed <br />District requesting that a study be made of the Mooney Lake Drainage Basin. This <br />study would be necessary to determine the feasibility of an outlet for Mooney Lake. <br />This petition was the result of a meeting with the Watershed's engineers prompted by <br />high lake level complaints from residents in Plymouth, Orono, and Medina. <br />.1 <br />In submitting said petition, the City Council's resolution indicated that they felt <br />the City should not pay the entire cost of the report inasmuch as other communities <br />have area within the drainage basin. In accordance with the Watershed's attorney, the <br />interpretation of the watershed law indicates that the petitioner will assume all cost <br />of the preliminary report in the event the project is not ordered. When advised of <br />this situation, the City Council did not feel that this was an equitable way of handling <br />the costs of the report that they had petitioned for. <br />In reviewing the total acreage within the Mooney Lake Drainage Basin, it appears that the <br />City of Plymouth has about 37%, Orono 46% and Medina 17%. The City of Plymouth is <br />willing to pay their proportionate share of the cost of the report. In a recent letter <br />to the Watershed District, the City suggested that if the Watershed District fund 1/3 <br />of the cost, the other 2/3 could be spread among the municipalities based on the <br />percentages outlined above. We would appreciate it if you would review this proposal <br />and would solicit your comments. The City of Plymouth is willing to share in the <br />funding of the report, but does not feel it is equitable to have to fund lOO^ of the <br />cost. <br />If you have any questions regarding the matter, please contact the undersigned at <br />559-2800.
