treatment methods and levels sufTicient to safeguard the public health and the natural <br />environment. The objective of sewage treatment planning is to determine the most cost- <br />effective treatment method consistent with the primary goal and with the City's other <br />planning objectives. In urban areas, the preferred method is obviously central sewerage. <br />In rural areas, at rural densities, the preferred method is individual on-site treatment and <br />disposal. Where older, developed housing clusters exist within otherwise rural areas, <br />sewer facilities planning requires the study of a wide range of alternative treatment <br />methods. <br />Orono's Alternative Studies include an inventory and analysis method similar to that <br />included in the MWCC's 201 Alternative Waste Management Systems Evaluation Study. <br />Acceptable solutions for treatment difficulties include the follow ing list of options: <br />Alteration of the water consumption habits of the users, coupled with careful <br />system maintenance. <br />2) <br />3) <br />Repair or reconstruction of individual systems. <br />Replacement of existing systems with new individual systems constructed to <br />new City (WPC-40) City and State standards. <br />Installation of innovative on-site systems inc ludin g eonst dcfatien-e^ mpostin g <br />Of in cin erating devices within guidelines established in City codes and MPCA <br />Rules Chapter 7080. <br />5) <br />6) <br />Installation of individual holding tanks with off-site disposal. <br />Installation of a collection system and a community drainfield (only where <br />municipal sewer is not a viable option). <br />Installation of a collection system connected to the metropolitan int cfceptor <br />sewer system. <br />8)Condemnation and demolition. <br />All of the foregoing options are self-contained, on-site alternatives e.xcept the connection <br />to municipal sewer. The Metropolitan Coun cil's Water Quality Man agement Policy 11 <br />(Pg. W12/7 9HiHew9 the connection of ex istin g rural de^â– clepn1 cn ^ into th e inte rceptor <br />system if iden tified in th e CSPP. Orono's Rural Sewage Treatment Peltey H- Policies <br />allows consideration of such a connection as one alternative to solving a documented <br />health hazard should the on-site systems fail to function properly.
