In 1961, a new <br />ordinance was adopted governing site evaluation, design and construction of all systems. The <br />standards in this ordinance were equal to or exceeded those adopted by the Minnesota PCA MPCA <br />in their 1978 WPC-40 Recommended Practices. Since the mid 1960's site evaluation and system <br />design approval has been required prior to building permit issuance. <br />In 1970, the City of Orono became one of the first cities in the nation to adopt a wetlands <br />preservation ordinance prohibiting marshland destruction and establishing flood plains and <br />protective setbacks for all construction including on-site systems. <br />in 1974, the minimum rural lot size was increased from 1 acre gross area to 2 acres dry buildable <br />net area per residence consistent with Federal EPA recommendations.
