I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />factors allow accurate determination of ultimate sewage flow and hence facility capacity <br />without the need for arbitrary and expensive oversizing. <br />8: 1^ City sewer projects will serve existing development only. Municipal sewer laterals will <br />be extended within the boundaries of the urban area to serve those few developed properties <br />which are not presently served. The timing of such e.\tensions will be dictated by the nature <br />and severity of any health of environmental problems as they may arise. These extensions <br />will be undertaken as City projects with the majority of costs assessed against the benefiting <br />prope.ties as has been the policy and practice of the City of Orono on aH past sewer <br />projects. <br />9; 1^ New developments will be served by developer-installed laterals. Municipal sewer <br />laterals may be extended w ithin the boundaries of the urban area to serv e new development <br />on vacant properties provided the development occurs at the established zoned density, the <br />development does not overburden or exceed the design capacity of the existing system, and <br />the developer pays and finances the entire cost of the project. <br />■fO; The City will operate and maintain the urban sewer system. To assure cost effectiveness <br />and quality control, the City will own, operate and maintain the entire urban sewer system <br />of mains and laterals except for those lines operated by the MWCC as interceptors. <br />14717. All sewer-serviced properties must be connected. Consistent with the regulations of the <br />Minnesota Health Department SHrte-Board of Health, and the MWCC MCES. every building <br />intended for human habitation, occupancy or use shall be provided with suitable sanitary <br />faci’ities and shall-be connected to the municipal sewer system whenever a sewer lateral <br />serv es the property or is within a reasonable distance of the property. <br />-IS; 18. City sewer service will be self-supporting. The operation, maintenance and depreciation <br />financing of the municipal sanitary sewer system will be completely financed by user <br />charges sufficient to cover all allocable costs without requiring any general tax subsidy. <br />48; 19. Sewage discharges will be regulated. Consistent with the rules and regulations of the <br />MWCC MCES. the City will regulate excessiv e strength or hazardous material discharges; <br />the City' will prohibit roof and foundation drainage discharges; and the City will actively <br />monitor and control storm water infiltration. <br />14; 20. Sewer construction will conform with state codes. Installation of new building sewers, <br />connection stubs or sewer laterals shall be by licensed plumbing contractors and shall utilize <br />materials and methods approved by the Minnesota State Board of Health Department . <br />48; 21. Orono's urban sewer policies have impact on metropolitan facilities to the extent that <br />the known sewage flow must be accommodated in the metropolitan interceptor. There <br />is no adverse impact and no unplanned impact. <br />CMP 6-19
