The costs of extending municipal sewer to existing neighborhoods will be borne primarily hv <br />the property owners being served, but may be partially home bv the general taxpayer where <br />the costs of sewer are excessive in relation to property values. <br />11. The costs of extending municipal sewer to serve new residential and nonresidential <br />development will be home entirely bv the developer. <br />12 Municipal sewer will be extended to recently-defined areas alonn and near the Highway 12 <br />corridor where higher density residential development (I or niore homes per acre') is planned. <br />The City recognizes and acknowledges that existing and continued development at densities <br />of 1 home per 2 acres and I home per 5 acres will not accommodate the density of population <br />currently being accommodated in adjacent 2nd-ring suburbs such as Plymouth and <br />Minnetonka. The City further acknowledges that the inability to accommodate a high <br />populP ’i':.n in Orono due to environmental constraints mav result in the need for what <br />Metropy-:'f.tn Council mav deem as "premature" extension of sewer interceptors through <br />Orono to d^'-nv for added populations further west. This is the cost of protecting Lake <br />Minnetonka as a premier recreational resource. To allow the degradation of Lake Minnetonka <br />bv forcing high density development to occur throughout Orono. would be simply 'robbing <br />Peter to pav Paul*. <br />B. MUSA EXPANSION POLICIES <br />J_. Orono has e.xpanded the MUSA boundary into the Rural Scr\ice Area on a number of <br />occasions since 1980 to allow retrofittine of existing neighborhoods with municipal sewer. <br />Most of these neighborhoods were historically developed at densities greater than I home per <br />2 acres, or were located on the lakeshore. All such neighborhoods were studied prior to sewer <br />installation to determine the feasibility of long-term use of septic systems. In each case the <br />City concluded that municipal sewer was the most appropriate permanent sewage treatment <br />solution. <br />2. This 2000-2020 CMP will immediately expand the current (1999) MUSA bv <br />approximately 325 acres to accommodate the following: <br />a. Expansion of opportunities for higher density residential development along Highway <br />12 and adjacent to or abutting the City of l.ong Lake. <br />^ Incorporation into the MUS.\ of most remainimi non-MUSA Lake Minnetonka <br />lakeshore properties to allow their development or retrofitting with municipal sewer. <br />c.
