On-Site Jurisdiction <br />November 29,1999 <br />Page 2 <br />Performance systems are not allowed, as the County Ordinance does not specifically <br />adopt section 7080.0179 <br />On Site Systems Manager Chris Pence is currently drafting proposed City code revisions which will <br />be submitted to the Council for review and adoption this winter, in order that our ordinances address <br />all the recent changes in State regulations. It is staffs current imderstanding that the City codes must <br />be no less restrictive than State and Countv regulations. One potential impact is that Orono may <br />have to require nonconforming system replacement on a 3-year timeframe rather than the current 7- <br />10 year timeframe. Staff is investigating the options on this. <br />COUNCIL ACTION REQUESTED <br />Adopt the attached resolution indicating to Hennepin County that Orono will retain local jurisdiction <br />over ISTS. <br />1
