REQUEST FOR COUNCIL ACTION <br />COI INCH MEETING <br />DEC 1 3 W99 <br />Cl IY Uh OhOixU <br />DATE: December 9,1999 <br />ITEM NO: /3 <br />Department Approval: <br />Name Ron Moorse <br />Title City Administrator <br />Administrator Reviewed:Agenda Section: <br />City Administrator's <br />Report <br />Item Description: Public Works Site Expansion - Eminent Domain Option - Resolution <br />The City Council has authorized staff to pursue the acquisition of a 3.35 acre parcel adjacent to the <br />City's Public Works facility for expansion of the Public Works site. The parcel is part of a 51 acre <br />parcel platted as Outlot B, Willow Properties Addition. Staff has made an offer to the property <br />owners based on an appraisal conducted by the County Assessor. A copy of the offer letter is <br />attached. <br />The property owners have rejected the City’s offer, and have indicated they are not interested in <br />selling the property to the City. The property owners believe the City’s Public Works facility has <br />a negative impact on the development potential of their property and are not interested in selling the <br />property to the City, as they do not want the City to expand the Public Works use. They indicated <br />the City should plan to move its Public Works facility to a site in the City’s Industrial District. <br />The property owners also indicated they want to sell their whole 51 acre parcel to one developer, <br />rather than selling small portions of the parcel, as they believe the parcel has a higher value if sold <br />fully intact. <br />Although the 3.35 acre parcel the City wants to purchase has limited development potential due to <br />the configuration of the wetlands on the parcel, the propert>’ owners want to keep this parcel <br />available for the mitigation of wetland filling that may be necessar>‘ to facilitate development on the <br />larger portion of their property. <br />Estimate of Property Value <br />When the City was initially considering purchasing a portion of Outlot B, staff requested the County <br />Assessor prepare an appraisal of a 12 acre parcel in the northwest comer of Outlot B. This 12 acre <br />parcel included the 3.35 acre parcel the City is currently pursuing. The Assessor prepared an <br />appraisal report (attached) that detemiined a value of $720,000 for the 12 acre parcel. Based on the <br />more limited development potential of the 3.35 acre parcel versus the 12 acre parcel, the City’s offer <br />was 5150,000. <br />Public Works Site Expansion Options <br />At the time the Council authorized staff to pursue the purchase of the 3.35 acre parcel, staff had <br />identified the School District property to the north of the existing Public Works site as a potential
