We have meet with the Long Lake City Administrator and City Engineer regarding this project <br />and the Fox Ridge project. The City of Long Lake had reviewed and approved this project as part <br />of the 1996 MUSA expansion. The City has sent a letter concerning connection charges and <br />procedures for sewer billing. The City of Long Lake will require a $1,700 per unit connection <br />fee and will bill Orono for the actual metered flows. The Long Lake connection charge has been <br />included in the project assessment. <br />Of the eleven properties included in the project, four properties have conforming septic systems <br />and the owners have requested exclusion from the project. An additional property owner may <br />request exclusion if he can prove that his septic system is conforming. Summit Beach Park is one <br />the properties in the project, and the City will need to cover the debt service for this property. If <br />this project is approved the City will need to finance the debt service on either five or six $13,900 <br />assessments. This debt service cost will be approximately $8,900 per year for six assessments. <br />Our staff recommendation is that tliis sewer project is necessary because of the numerous failing <br />septic systems and extremely limited septic system replacement areas on these properties. <br />If the Council would like to move the project forward, the next step is to formally order and <br />accept the feasibility study and then schedule a public hearing. The proposed date for the public <br />hearing is for the regularly scheduled Council meeting on January 10th. <br />COUNCIL ACTION REQUESTED: <br />Motion to approve resolution ordering the preparation of a feasibility study for the East Long <br />Lake Sanitary Sewer Project. <br />Motion to approve resolution accepting the feasibility study and scheduling a public hearing for <br />the East Long Sanitary Sewer Project for 7:00 P.M. on January 10, 1999
