W'l <br />WePsite: wwwbonestroo comEngineers & Architects <br />August 9,1999 <br />Mr. Paul Weinberger <br />Assistant Zoning Administrator <br />City of Orono <br />Post Office Box 66 <br />Crystal Bay, MN 55323 <br />Re: Richie 3-Lot Subdivision <br />BRA File No. 139-2512 <br />Dear Paul: <br />We have reviewed the preliminaiy plat for the proposed three-lot subdivision for Alan and Marilyn Richie. <br />The site is located on the west side of Hennepin County Road No. 135 (Tonkawa Road) just north of the <br />Partenwood Road intersection in the northwest quarter of Section 8. We have the foUowing comments in <br />regards to engineering matters. <br />1. Access: Proposed access locations for Lots 1 and 2 should be shown on the plans and submitted to <br />Hennepin County for their review. <br />2 Grading; A grading and erosion control plan for Lhe entire site should be submitted for review. <br />Removing the existing bituminous/concrete walkway to the lake on Lot 3 will create an erosion concern. <br />This area should be restored immediately after the hardcover removal with fiber blanket and bale checks <br />or equivalent. Erosion control measures should be in place prior to any grading or structure removal. <br />3 Drainage: The draft version of the City’s Comprehensive Storm Water Management Plan (SWMP) shows <br />that the site lies within die Stubbs Bay drainage district The site drains to the south and the north from <br />the high point on Lot 2. All flows uldmately reach Ncrh Arm. The bluff area along the lake and die <br />exiting topoerraphy of the site will make ponding difficult At a minimum we would recommend creaang <br />a vegetated buffer strip along the top of the bluff to provide some water qualify benefits. Final plans <br />should be submitted to the Minnehaha Creek Watershed District for their review. <br />4 Sanitary Sewer: Sanitary sewer to serve Lot 3 exists i^;st of the existing home along the south property <br />line. Lots I and 2 should be provided sanitary service from Tonkawa Road. The exisung sanitary on <br />Tonkawa Road east of Lot I should be extended southerly approximately 100 feet to serve Lot 2. It is <br />unclear why there is an existing sanitary sewer easement shown across all of Lot I and part of Lot 2. <br />Drainage and utility easements should be provided 5 feet wide along all intcnor lot lines and 10 feet wide <br />along the roadway right-of -way. <br />5.
