Nybeck
November 10,1999
Eyntics Management: The 1999 EWM harvesting season commenced on 6/14/99 and
continued through 8/12/99. During the season, 614 acres of milfoil and other aquatic plants
were harvested, which included 78.5 acres of second cuts in Carmans Bay, Phelps Bay, Grays
Bay, and St. Albans Bay. Har\ ^-iting priorities, which were consistent with past y^, were
based upon impediment to public u^at navigation on the open water, with higher priority given
to areas of the lake that were matted. Feel free to call the office if you would like a copy of
the 1999 EWM Final Harvesting Report.
Staff began working with Fleet Engineer Marsh Gabriel on fall maintenance projects once the
equipment w'as pulled from the lake in August. A variety of maintenance projects were
completed this fall. This includes the conversion of the hydraulic fluid in the remaining two
harvesters to bio-degradable, the installation of plastic liners on the storage conveyors of the
remaining two harvesters, the conversion of a second harvester so that it has transporting
capabilities, routine winterizing, and a variety of miscellaneous repairs.
At its 9/22/99 Regular meeting, the LMCD Board established an EWM Harvesting Program
Task Force to evaluate the program and to make recommendations back to the Board on
possible improvements that could be made. This Task Force has met on 10/21/99 and
1 1/6/99. We will keep you informed on the recommendations of this Task Force.
During tlie month of September, the LMCD worked with Carmichael Lynch on a pro bono
basis to increase the public awareness in preventing the spread of zebra mussels into Lake
Minnetonka. A four-week billboard campaign, targeted at various Lake Minnetonka
locations, was initiated during the month. Continuation of the zebra mussel awareness
campaign is planned for 2(
Propose^ change relating to boat storage density and multiple dock facdltHSi
This past summer, the LMCD Board considered an ordinance amendment that would amend
existing Code relating to boat storage density and multiple dock facilities for new
developments a.nd re-developments on Lake Minnetonka. Three areas of the exisUng Code
were being addressed in this draft Code amendment. They included: 1) to minimize the
impact of multiple dock facilities, that utilize an outlot, on nearby properties, 2) to change the
mechanism for measuring the amount of shoreline to credit when it is a meandering line, and
3) to change the General Rule from 1:50’ to 1:100 ’. In my last Newsletter, 1 indicated I
would keep you informed on the status of it.
