COUMCIL MEETING
REQUEST FOR COUNCIL ACTION NOV 2 2 1999
Ull y Uh OHQwri
DATE: November 16,199^
ITEM NO: ^ C
Department Approval:Administrator Reviewed:Agenda Section:
Name Ron Moorse City Administntor's
Title Cit}’ Administrator Report
Item Description: Personnel Action - Kris Knollenberg
Background
Kris Knollenberg has been employed by the City in an office support position with the Police
Department since April of 1994. Her position involves word processing, data entr)', police records,
and customer service. In March of 1999, Ms. Knollenberg reported an injury to hwr right (dominant)
forearm she believed was caused by her work at her computer work station. i his injury has resulted
in substantial work restrictions.
An orthopedic specialist has determined that Ms. Knollenberg's condition is permanent, and ordered
a functional capacities evaluation based on Ms. Knollenberg's permanent disability. The tunctional
capacities evaluation indicated pemianent work restrictions, particularly a restriction to a maximum
of 2 hours per day of keyboarding work.
Determination Regarding Accommodation of Work Restrictions
Based on the activities that need to be accomplished in the Police office, the small size of the Police
office staff, and the City’s experience with Ms. Knollenberg working with keyboarding restriciions
during a trial period in July; the City is unabD to accommodate her work restrictions. There is not
su.Ticient work within her work restrictions to enable her to play a productive role in accomplishing
the work of the Police office. Even looking beyond the Police Department to the wider City
organization, the City could not providv a position that would accommodate her work restrictions.
Staff Recommendation
The Police Department has been functioning w ith temporiir>' and part-time staff since March of 1999.
Based on the pemianent work restrictions that have been placed on Ms. Knollenberg and the lack
of sufficient work within the work restrictions, staff recommends Ms. Knollenberg’s employment
with the City be terminated, and that the full-time Police Records position be filled as soon as
possible.
COUNCIL ACTION REQUESTED:
Motion to approve the termination of Kris Knollenberg from the I’ulice Records position effective
November 22, 1999.
a
