The two requirements of participation are that the City negotiate <br />housing goals with the Metropolitan Council, and that the City make a minimum expenditure to <br />support or assist the development of affordable and life-cycle housing, or maintain and preserve such <br />housing. This expenditure amount is called the City's Affordable and Life-Cycle Housing <br />Opportunities Amount (ALHOA). <br />The City did submit a set of housing goals to the Metropolitan Council. These goals were accepted. <br />The Metropolitan Council has requested the City review its housing goals as part of its <br />Comprehensive Plan update process. <br />The City's ALHOA contribution has been between $20,000 and $25,000 per year. The City has <br />fulfilled this requirement by targeting its annual CDBG grant funds toward affordable housing. <br />A resolution electing to continue participation in the Metropolitan Livable Communities Act Local <br />Housing Initiative Program for 2000 is attached for Council Consideration. <br />COUNCIL ACTION REQUESTED: <br />Motion regarding the adoption of a resolution electing to participate in the Metropolitan Livable <br />Communities Act Local Housing Initiative Program for the Year 2000.
