Staff has completed a study of the land area in the City to determine the impact of the proposed <br />ordinance. Only the Industrial District would allow principal adult uses. Only 118.5 acres is zoned for Industrial or Commercial uses (1.16%). The total percentage <br />of commercial and industrial land potentially available for adult uses is (22.5%). <br />Staff is requesting the City Council act on the ordinance to allow adoption by the prior to the 30 <br />month moratorium expiration date of November 12, 1999. The purpose of the ordinance is not in <br />relation to a request for an adult business in the City. No requests for adult uses are proposed in <br />Orono at this time. <br />Issues for Discussion <br />1. Principal uses are only allowed within the industrial district. Accessory uses are allowed in <br />all "B" districts, except B-2. The B-4 and B-6 districts do not list any permitted or <br />conditional uses that would be considered as retail, should an accessory adult use be <br />permitted within the districts. <br />2. The Ordinance would allow permitted signage for the district to be used for a business with <br />an adult use. Should more restrictive standards apply? <br />3. Are there any additional comments regarding the ordinance, or changes?
