(3) Front yard setback. For lots that are non-conforming with respect to area the minimum front yard <br /> setback for the principal building,and accessory buildings less than 1,000 square feet,shall be equal to <br /> the average depth of the existing front yards on the adjacent lots on each side of the non-conforming <br /> lot fronting on the same street. Sketch plan. <br /> (a) Purpose.The sketch plan is an initial presentation of the subdivider's intention and serves as the basis for <br /> conceptual discussion between the city and the subdivider and provides beneficial savings for the subdivider. <br /> (b) Requirements.A sketch plan review may be completed for all subdivision applications. <br /> (c) Sketch plan application. <br /> (1) All subdivisions.The planning commission shall review all sketch plans based upon the subdivider's <br /> formal application. Incomplete applications will not be reviewed. Complete applications shall include <br /> the following: <br /> a. Completion of all items on the sketch plan application form; <br /> b. A location map; <br /> d. A map in a form acceptable to the city administrator or designee which adequately describes the <br /> proposed subdivision in such a way as to show compliance with this chapter; <br /> e. Any additional information requested by the city administrator or designee;and <br /> f. Payment of the sketch plan review fee. <br /> (d) Sketch plan review and recommendations. <br /> (a) Recommendations to the subdivider.After reviewing and discussing the sketch plan,city administrator or <br /> designee will advise in a general manner the subdivider of the changes or additions,if any,which will be <br /> required in the layout,and the character and extent of required improvements and dedications which will be <br /> required as a prerequisite to the approval of the final plat. <br /> (b) The planning commission shall study the sketch plan,taking into consideration the requirements of this <br /> chapter and the best use of the land being subdivided. Particular attention will be given to the location, <br /> arrangement,shape and size of lots,access, parkland dedication,the further development of adjoining lands <br /> as yet unsubdivided,and the requirements of chapter 78 and the community management plan. <br /> (c) The applicant may request review by the city council. Upon such request,the planning commission's <br /> comments shall be forwarded to the city council for study and comment. <br /> (Ord.
