A map of the City’s storm sewer system shall be maintained that depicts the following: <br />2. All pipes 12 inches or greater in diameter, including stormwater flow direction in those <br />pipes, <br />3. Outfalls, including unique identification (ID) number, and associated geographic <br />coordinates, <br />4. Structural stormwater BMPs that are part of the City’s storm drain system, <br />5. All receiving waters. <br />See attached maps (storm sewer map, storm drain system map – ponds, outfalls, receiving <br />waters, watersheds, BMPs, public vs private) <br /> Regulatory Mechanism <br />1. Section 14-301 to 14-310 of the City’s current municipal code prohibits illicit discharges. <br />Connections to the stormwater system must contain only stormwater and <br />groundwater, otherwise they are to be eliminated. References to the fines and <br />penalties that can be levied against violators can be found in Section 70-5 and Section <br />14-310. <br /> Incorporating IDDE into Maintenance and Inspection Activities <br />1. Illicit discharge detection shall be incorporated into all municipal inspection and <br />maintenance activities. This includes active construction sites for compliance with <br />erosion and sediment control, as well as, inspections of pond, outfalls, and structural <br />BMPs to determine integrity and functionality. <br /> Staff Training <br />1. Field staff - At least once each calendar year, training shall be provided to all field staff <br />in illicit discharge recognition (including conditions which could cause illicit discharges) <br />and reporting illicit discharges for further investigation. See Education, Outreach, and <br />Public Involvement Plan for more information. <br />2. IDDE staff - Individuals responsible for any portion of the Illicit Discharge Detection and <br />Elimination (IDDE) Program shall receive training commensurate with their <br />responsibilities as they relate to the program. Individuals include, but is not limited to, <br />those responsible for investigating, locating, eliminating illicit discharges, and/or <br />enforcement. Previously trained individuals shall receive refresher-training every three <br />(3) calendar years following the initial training. See Education, Outreach, and Public
