The purpose of the action item is to adopt the new Storm Water Pollution Prevention <br />Program (SWPPP). <br /> <br />2. Background / Summary. The updated SWPPP is required to comply with the latest Municipal <br />Separate Storm Sewer System (MS4) permit which was issued by the Minnesota Pollution Control <br />Agency (MPCA) in 2020. The council approved the proposal from Bolton and Menk to prepare the <br />Document in January 2022. <br /> <br />3. SWPPP. The document at Exhibit A has been updated to include all of the requirements from the <br />MS4 Permit. The program is broken down in section to a line with the sections of the permit. These <br />include Education and Outreach; Illicit Discharge Detection and Elimination Plan; Construction Site <br />Runoff Control; Post Construction Stormwater Management; Municipal Operations Best Management <br />Practices; and Pond Assessment Plan. <br /> <br />4. Orono City Code Updates. To comply with the most recent MS4 permit, the Stormwater Illicit <br />Discharge and Illicit Connection section of the Code requires updates to address pet waste and salt <br />Storage. Staff is preparing these updates as part of the recodification process already underway. <br />Proposed edits are at Exhibit B. <br /> <br />5. Staff Recommendation.
