The purpose of this action item is to award the 2023 Sanitary Sewer Rehabilitation Project. <br /> <br />2. Background. Metropolitan Council Environmental Services (MCES) provides sanitary sewer <br />treatment for the majority of communities (including Orono) in metropolitan area. Since 2005, MCES has <br />identified Orono as one of the communities who contribute excessive Inflow and Infiltration (I & I). The <br />City has been executing a sanitary sewer rehabilitation project annually to reduce I&I. Each year the City <br />works to identify inflow and infiltration points within the sanitary sewer system thought our annual <br />inspection program. These sites then inform our rehabilitation efforts for the year. In 2020 the City <br />received a excessive flow work plan assignment from MCES based on excessing flows in 2019 for <br />$363,540. I&I mitigation projects in 2020-24 may be used to accomplish the assignment. Bids were <br />originally received in February 2023 however they exceeded the project budget so the scope was adjusted <br />and the project rebid. <br /> <br />3. Scope. The project includes the lining of 4300 feet of sewer main. (Exhibit A) <br /> <br />4. Cost. The city received proposals from 4 contractors (Exhibit B). The low quote was for $212,264.88 <br />from Hydro-Klean. In addition to the construction cost, Bolton and Menk provided a proposal of NTE <br />$10,000.00 for construction oversight. Funding. The project is funded from the Sanitary Sewer Fund. The CIP amount was projected at <br />$250,000. The projected 2023 year-end balance is $1,176,080. <br /> <br />6. Staff Recommendation. I recommend council award the project. <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to award the 2023 Sanitary Sewer Rehabilitation project to Hydro-Klean for $212,264.88 and to <br />authorize Bolton and Menk to perform design and construction oversight for a fee not to exceed $10,000. <br /> <br />Exhibits <br />A.
