RURAL EDUCATIONAL LAND USE <br />Typical educational facilities will be expected to remain in the Urban Service Area <br />according to the Land Use Plan. However, Orono is host to two unique educational <br />institutions which have proven to be acceptable rural land uses because of their <br />special characteristics. TTie Land Use Plan does not provide for any expansion or <br />duplication of these facilities, however, because the impact upon neighboring <br />properties would increase as would the likelihood of urban service requirements. <br />Only when these institutions are relatively small and low-key will they remain <br />appropriate rural land uses. <br />SPRING mi. CONFERENCF. CENTER <br />Located- on large acfcagc along Sixth"Avcnuc North, th is is a- livc-in <br />conference center intended for intensive sho rt-term study groups of twenty <br />less. The campus provides all necessary on-site facilities pluspersons of'iwjj. j <br />enough natural landscaping to completely buffer all activity from adjoining <br />residential propcrtics.-Bccause of the smail- group capacity and typtcal <br />extended session lengths,-the re is relatively no impact on transportation needs <br />in the area; <br />MINNETONKA CFNTER FOR ARTS AND EDUCATION <br />Located on North Shore Drive in the Crystal Bay neighborhood, this <br />institution provides high-quality instruction and facilities for all forms of <br />artistic expression. The center has recently expanded and docs draws a <br />significant number of persons to daily activities and frequent special <br />functions. The rural location is especially appropriate for the artists <br />personality, but care is necessary that the facility does not overtax the City's <br />ability to provide the necessary services. <br />LAKE MINNETONKA ENVIRONMENTAL SCHOOL <br />Located in the historic Hill School building adjacent to the Minnetonka <br />Center for Arts and Education, the Lake Minnetonka Environmental School <br />is an alternative middle school serv ing grades 4-8. focusing on environmental <br />education. <br />CMP 3B - 38
